Establishing networks of governmental and non-governmental actors in adult education
A functional partnership of the public, private, and civil sectors in developing adult learners' skills is crucial for the success of all actors' policy implementation and efforts in lifelong learning and adult education.
Adult education represents a partnering field and shared responsibility of various actors: authorities, employers and employees, economy and professional associations, other associations, educational institutions, and individuals.
Therefore, a local partnership should be a joint response of the mentioned actors to the challenges of the social-economic development and needs of individuals and companies for knowledge and skills, as well as, a primary mechanism of planning and developing professional education and training of adults.
It is necessary to establish a long-lasting dialogue between government, employment office, educational institutions, employers, and civil society, and to improve the ability of all actors to jointly elaborate and implement strategies and plans in line with the needs of the economy and, thus, fight the unemployment and inactivity more effectively.
Since 2019, the joint activities of DVV International and the Association for Local Development Initiatives ALDI have aimed to establish institutional cooperation in adult education and make it a powerful engine of developing this field in three administrative units: Bosnia-Podrinje Canton Goražde, Sarajevo Canton, and Brčko District BiH. Apart from them, in 2021 DVV International also established a non-formal network of relevant actors in adult education in Una-Sana Canton. This network has already produced significant results and contributions to elaborating the bylaws foreseen in the new Law on Adult Education in this canton.
Main project results:

Four memorandums on cooperation signed between members of the network/local partnership: in BPCG in 2019, in BD, SC and USC in 2021.

58 relevant institutions signed the memorandums and were involved in the local partnerships' activities.

Three action plans for building capacities of the partnership's members have been developed (in BPCG, SC and USC).

Needs analysis conducted in BD, SC and USC with recommendations for the development of the institutional partnership

Capacity building activities implemented for the members of the partnerships

A multimedia room renovated, equipped, and opened in Goražde to be used for regular meetings and joint actions of the local partnership in BPCG

Two web platforms of local partnerships established in BPCG and SC. Web platform for the local partnership in USC to be launched in early 2022.

A catalogue „Jobs of the future“ prepared in Goražde providing a clear picture of 20 occupations going to be most wanted in the future in BPCG and neighboring regions.

Project proposals of the local partnerships in BPCG and BD were approved by the International Labor Organization (ILO) and will be granted funds to implement proposed actions and contribute to better adult learning and education in these areas.
